Ergo, so long as you have a preexisting Starlyng, you may freely apply the Earthbound Soul Transformation during the next month so long as you follow the related directions above. There is no distribution of the Item; users are to note their intentions (by linking to their Toyhou.se bulletin) in the comments of their redesign request.
